Ask for a comparable service, not a generic price

A usable HVAC maintenance RFQ tells bidders what equipment to cover, what work to price and how to present exceptions. It does not need elaborate marketing language. It needs enough building-specific information to prevent each bidder from inventing a different scope. If the information is incomplete, identify a survey stage rather than asking for an unconditional final price.

State the building’s operating pattern and the procurement purpose. Explain whether the request is for scheduled service alone or includes a defined repair arrangement. Do not describe the scope as full coverage unless the document specifies the actual boundaries and exclusions.

Attach an asset and site information pack

Provide asset IDs, models where known, locations, served areas and relevant service history. Include known defects and distinguish them from unverified complaints. Explain access hours, escorts, shutdown approvals and any restrictions affecting attendance. Do not include security-sensitive information unnecessarily in a broadly distributed document.

Describe how bidders can ask questions and inspect accessible equipment. Keep the answers in a controlled clarification record. If a material finding changes the scope, update the same baseline for all participants under your procurement rules. This process helps compare responses without asserting that the information pack is a technical condition certificate.

Use a task and price response schedule

Ask bidders to complete a common task matrix and an annual price schedule. Require them to state visit counts, task timing, included consumables and reporting deliverables. Ask whether prices include travel, access support and normal working hours. Show taxes separately or specify a consistent tax presentation.

Request repair rates and minimum attendance charges separately from the annual service fee. If a rate is supplied, ask what starts and stops billable time. Include a written authorization process and a limit for additional work. A rate card alone does not estimate the annual repair spend; the expected work and uncertainty still need separate treatment.

Ask for exceptions in one place

Provide an exceptions section and require bidders to list deviations rather than burying them in general terms. Request a statement about refrigerant, major parts, controls programming, specialist subcontractors and pre-existing defects. Ask how inaccessible equipment will be handled and how a deferred task is rescheduled.

Illustrative response format: annual base fee $5,200; excluded consumables $600; optional controls review $900. These invented amounts show how to separate lines, not what the work should cost. The base should be comparable before optional enhancements are considered. Avoid assuming an optional activity is included simply because it appears in the same proposal.

Request asset-specific reports, unresolved defect lists and approval references for additional work. If measurements are requested, ask for units and operating conditions. Avoid collecting data without a plan to review it. The facility should name the person who receives reports and acts on findings.

Set evaluation and handover expectations

Explain which requirements are mandatory and which will be evaluated as preferences. Ask for evidence proportionate to the work, including applicable technician qualifications and insurance requirements determined by your organization. Do not imply that this guide supplies a complete legal procurement template.

Before award, reconcile the final offer with every clarification. Attach the agreed scope to the contract and schedule the initial handover. The operational team should receive the same task matrix, approval limits and reporting requirements used in the RFQ. A well-written request loses its value if those commitments never reach the people managing the service.

Give bidders a controlled way to state uncertainty

Ask bidders to identify assumptions that depend on an inspection or missing document. Require a description of what information would resolve each assumption and how the price could change. This is more useful than forcing a fixed number that is later qualified by a broad exclusion.

Keep provisional sums separate from the committed annual base and explain how they will be authorized. If a bidder refuses to price an unclear item, treat that as a question to resolve rather than replacing the blank with zero. Before award, review whether any remaining uncertainty could materially affect the scope or selection. A usable RFQ produces clear answers and clear open questions, not merely a full spreadsheet.

FAQ

Can I send the same RFQ to several contractors?

Yes, subject to your procurement procedures. Share material scope clarifications consistently.

What if the asset list is incomplete?

Request a defined survey and record the uncertainty. Do not ask bidders to guess and then treat the totals as equivalent.

Should optional improvements be included in the base?

Only if you intend every bidder to price them as mandatory scope. Otherwise identify them separately.
